How Pakistan’s Exporter Network Is Structured

The direct answer: the layer you buy from determines what you control. Buying from a manufacturer gives the most control and the least flexibility; buying from an exporter gives convenience and access to goods the manufacturer never held. Most stocklots sit naturally with exporters and trading companies.

Part of the buyer journey: Pakistan Sourcing Map: Which City to Buy In, and What Each One Actually Supplies — stage 8 of 8, with the other guides for this stage.

The layers

Manufacturers cut, sew and finish to order. Exporters buy finished goods and handle documentation and shipping. Trading companies sit above exporters, aggregating from several sources. Agents represent buyers rather than sellers, and can be useful if you are buying at volume.

Stocklots most often sit with exporters and trading companies, because that is where finished surplus is collected and consolidated. A manufacturer will know about its own surplus, but it will not usually know about other factories’.

What each layer gives you

A manufacturer gives you traceability to the production line and the most ability to influence a defect. An exporter gives you a single point of contact, consolidated goods and someone who handles the paperwork daily.

A trading company gives you breadth of category, because they aggregate from several sources. The trade-off is that origin may be unknown, and that is a real question to ask rather than a dealbreaker.

Asking the right question of each

For a manufacturer, ask about the line and the finishing process. For an exporter, ask about the source of the goods and whether they can show you. For a trading company, ask which factories the lot came from.

In every case the answer should be specific. A layer that cannot tell you where its goods came from is not being dishonest; they genuinely may not know, and that is worth knowing before you buy.

Buyer questions, answered

Should I buy from a manufacturer or an exporter?

For a stocklot, an exporter is usually the natural counterparty because that is where finished surplus is held. For repeat production or customisation, a manufacturer gives you more control. Many buyers end up working with both.

What is an agent in this context?

Someone who acts for you rather than for the seller, typically for a fee, usually at volume. They are worth using when you are buying large quantities or when you cannot travel and want someone on the ground to inspect.

Does it matter that a trading company does not know the factory?

Not if the goods are accurately described and the condition matches the claim. It does matter if you are buying something you intend to reorder, because consistency depends on knowing the source.
